What would be the reason for reintegrating intravenous and hardcore drug addicts back into the American Workforce?


Why would the American Workforce want to continue funding the careers of an illegal substance abuser?
Does it really make sense when the war on drugs is seemingly impossible to win?
Isn't it obvious that the United States Government is fully capable of creating an organization to closely monitor these addicts throughout their lives to reduce the chances of them falling victim to substance abuse again? 
Aren't smokers considered to be the most likely people to use nicotine products in the future even if they do quit?
Isn't it easy to point out who these substance abusers are?
Do the American people not know that these drugs attack the internal organs of the human body first?
Are they able to recognize that the brain is an internal organ?
Shouldn't we remember that an intravenous and hardcore drug addict is classified as have a psychological disorder? Becoming a known psychopath.
Why must we continue to live with psychopaths freely roaming our communities?
Isn't it obvious that if we have psychopaths in our midst, that there are innocent people being falsely accused, convicted and sentenced to death on their behalf?
Wouldn't the American people feel a lot safer if these people were made to work blue collar jobs of hard labor to provide a needed service for the community?
Wouldn't the American Workforce be a safer place to be and more importantly a less aggressive society?
Don't we have enough problems in the American Workforce with the abuse of authorities towards employees without forcing them to work with hardened criminals and known felons.
